Is Hair Transplantation Haram?
(1) Hair transplantation is a procedure that involves moving hair follicles from one part of the body to another. It is not considered changing the creation of Allah or mutilation, but is rather a restorative measure, so as to correct a defect (i.e., balding). It is therefore permissible.
(2) It is permissible to remove hair from the chest, back, arms or legs, especially if it is unsightly, although it is considered improper etiquette (adab) for men. [Nahlawi, Durar Mubaha fil Hazr wal Ibaha]
For both issues though, a condition of permissibility is that the procedure itself not cause harm.
